The Biden administration updated guidelines on Friday to make it more difficult for China to get U.S. artificial intelligence (AI) chips and chipmaking equipment, as part of a move to stifle Beijing’s chipmaking business over national security concerns.
The guidelines, which were issued in October, attempt to block shipments of more powerful AI processors manufactured by Nvidia and others to China as Washington tightens down on Beijing amid worries that its developing technology sector would benefit China’s military.
The new guidelines, which total 166 pages, take effect on Thursday. They explain, for example, that limitations on semiconductor shipments to China also apply to laptops that contain such processors.

The Commerce Department, which supervises export controls, has stated that it would continue to update its limitations on technology exports to China as it attempts to strengthen and fine-tune the safeguards.
